Negotiations started late last winter after the employer’s deposit of an “offer” that contains few improvements and many potential setbacks.

 

The negotiators have met very regularly ever since, but progress is exceedingly slow.  The em­ployer side has still not responded concretely to our demands and continues to be vague about the changes it would like to see in the new agreement.  

 

The following table illustrates a few of our key demands and the response we have received at the negotiating table.

 

OUR DEMAND

THE GOVERNMENT OFFER

Special Needs

 

1.   Define four distinct categories of special needs: students at risk, students with learning disabilities, students with social maladjust­ments, and handicapped students.

1.   No new money.

      Remove collective agreement clauses which have been supported in arbitration.

2.   Limit to TWO the number of special needs students integrated into a regular group, WITHOUT exceeding the maximum class size.

3.   Provide a “cooling off” area for students with behavioural problems.

4.   Ensure that identified students retain their codes until the “ad hoc” committee changes its recommendation.

Youth Sector

 

1.   Continue reducing class sizes through to secondary 5.

2.   Eliminate excuses for oversized classes.

2.   No new money.

      Remove collective agreement restric­tions in order to allow local arrange­ments on class size, workload, etc.

3.   Tighten up criteria for the creation of multi-level classes.

3.   No response.

4.   Maintain job security provisions.

4.   Transfer teachers beyond the 50 km limit.

 

 

Adult Education Sector

 

1.   Institute a permanent procedure for the granting of full-time contracts.

1.   No new money.

2.   Introduce the obligation to provide services to special needs students.

2.   No response.

 

 

Vocational Education Sector

 

1.   Improve the criteria for the granting of full-time contracts.

1.   No new money.

2.   Recognize all hours spent organizing and supervising practicums.

2.   No response.


 


The employer offer remains a series of “philosophical” statements which demand more flexibil­ity on the part of the teachers. This flexibility is expected to translate into variable working conditions and workloads depending on the needs of schools.  This “divide and conquer” strategy will result in the loss of many of the “hard won” gains we have made over the years.

We cannot… we will not … allow this to happen.
